Are there any differences between a private light goods and a light goods vehicle? If a 1997 Escort van is a PLG does it mean it's a commercial vehicle?

It's still a commercial vehicle, but the Escort Van is usually classed as a car-derived van. You can check this on the V5C (logbook), as it will be recorded as CDV under ‘body type’ on the vehicle’s registration document, This means it has the same speed limits as a car.
